The 20th National Congress of the Communist Party of China has proposed that ‘promoting high-quality development’ is the direction of future national economic development. First, they will stick to the theme of promoting high-quality development, organically introduce the strategy of expanding domestic demand with further supply-side structural reforms, enhance the power and reliability of the internal domestic cycle of trade, improve the quality and volume of the international cycle of trade, accelerate the construction of a modern economic system. They will focus on improving total factor productivity (productive efficiency), focus on improving the resilience and security of industrial supply chains, focus on promoting urban-rural integration with regional coordinated development, and promote the effective improvement of the economy in quality alongside a reasonable growth rate in quantity. Secondly, they will accelerate the construction of a new development framework, firmly grasp the development initiative, by appropriately and completely adopt the new development concept. They will stick to the path of socialist market economic reforms, stick to increased opening of the market to the outside world, and move towards the construction of a new development framework with the domestic cycle of trade being central but engaging with the international cycle of trade so that one promotes the other. New drivers for growth and new economic advantages need to be continually shaped. Science and technology must be the primary productive force with skills as the primary resource. We will continue to shape the development of our own momentum with our own new advantages.
With the establishment of the Institute of International Economic Strategy we will actively respond to the requirements of the Party and the State for future economic development. The Institute will study international economic and technological development trends related to enterprise development. The Institute will study how to make enterprise development consistent with social progress which serves society and healthy individuals. The Institute will connect renowned figures from relevant fields including domestic and international politics, economics, strategy, and business management, and bring them together to implement relevant strategic research projects, research technology and capital intervention on enterprises and how they impact the promotion of company public listing, and build an international platform for foreign cooperation and exchange which is responsible and reflects the mission.
The concept of the Institute of International Economic Strategy is “International Vision, Serving Enterprises”. The purpose of the Institute of “From Domestic to the World, Serving Society and Healthy People”. The policy of the Institute is “Led by Government, Supported by Academia, Inclusive of Business, Integrating Resources, Creating a Platform”. The characteristic of the Institute is “Small and Medium Sized Enterprises are Speedy and Agile”. The main task of the Institute is to rely on a strong team of experts and consultants, to discuss from all angles the many issues in the development of small, medium, and micro enterprises within the new economic situation, and to provide science-based decision-making support for the healthy development of enterprises. The Institute will explore new drivers and new resources for enterprise development within the new economic situation by promoting Chinese culture and combining that with advanced international experience, and provide development opportunities such as shared cooperation, technical cooperation, and shared resources. International experts and consultants are the main body of the Institute (including international experts who are Nobel Prize winners, former presidents of various countries, and other dignitaries), which can provide many domestic enterprises with a good approach, good experience, and good policies to go international. Enterprises are the ultimate beneficiaries of the Institute, and “research + dissemination + cooperation” is how they will be serviced.
The structure of the Institute will be a leadership council headed by a dean. Based on nearly 30 years of successful experience with internationalized Chinese enterprises and a strong team of consultants and experts, the Institute will make full use of the global supply chains, global branches, and global human resources of these international companies. With the unique advantages in resources, through internal introduction and external links, we will gather and integrate high-quality research resources at home and abroad, and continuously improve the standard of international strategy available to enterprises.
